Özet

:

Devletlerin ekonomik büyüme, sürdürülebilir kalkınma ve kendine yetebilir olma hedeflerini gerçekleştirebilme adına yararlanabileceği birçok araç vardır. Bu araçlardan biri de yenilenebilir enerji üretim aracı olan Hidroelektrik Santralleridir (HES). Her faaliyet ve yatırımda az ya da çok olduğu gibi, HES yapım süreçlerinin de topluma ve çevreye olumsuz bir dışsallığı olacaktır. Karşılaşılan olumsuz dışsallık sorunu faaliyetin kendisinden olabileceği gibi yaşanacak süreçten de kaynaklanabilir. Dolayısıyla, HES projelerinin yapım süreçlerinde karşılaşılan sorunların analizi, sürecin en az olumsuzlukla ilerlemesi için önemlidir. Bu tespitler neticesinde hem sürecin işleyişinde hem de süreçte kullanılan yöntemlerde sorunları önleyici düzenlemeler yapılabilir. İyi yönetişim ilkeleri HES yapım sürecinde düzenleyici bir araç olarak yer almalıdır. Bu sayede, devlet, özel sektör ve Halk/Sivil Toplum Kuruluşları (STK) arasındaki sorunlar en aza indirilecektir. Çalışmada iyi yönetişim ilkelerinin uygulanmasındaki eksikliklerin HES yapım sürecine olumsuz etkileri, nitel araştırma teknikleri kullanılarak ortaya konmuştur. Bu doğrultuda mülakata katılan kişilerin HES’lere karşı olma nedenlerinin, HES yapım sürecinde iyi yönetişim ilkelerinin uygulanması konusundaki eksikliklerle olan ilişkisini değerlendirmeye yönelik yarı yapılandırılmış açık uçlu sorular sorulmuştur. Artvin İli örnek olayından hareketle, iyi yönetişim ilkelerinin Çevresel Etki Değerlendirme (ÇED) ve Halkın Katılımı Toplantıları (HKT) içerisindeki durumu ele alınmıştır. Araştırmada HES’lere karşı olan kişilerin, HES’lere karşı olma sebepleriyle, süreçte iyi yönetişim ilkelerinin uygulanması konusunda yaşanan sorunlar arasında ilişki olduğu tespit edilmiştir.

There are different methods for governments to achieve their objectives in terms of economic growth, sustainable development and self-sufficiency. One of these methods is Hydroelectric Power Plants (HEPP), which is a technique of renewable energy generation. As every activity and investment create negative externalities to some extent, HEPP construction processes will have negative impact on society and the environment. These negative externalities may be originated from either the activity’s itself or the processes in the future. Analysis of the problems encountered in the construction processes of HEPP projects is important for the process to progress with minimum negativity. As a result of these determinations, arrangements can be made to prevent problems both in the operation of the process and in the methods used in the process. Good governance principles should be included as a regulatory tool in the HEPP construction process. In this way, problems between the state, private sector and Public/Non-Governmental Organizations (NGOs) will be minimized. In the study, the negative effects of the deficiencies in the implementation of good governance principles on the HEPP construction process were revealed by using qualitative research techniques. In this direction, semi-structured open-ended questions were asked to evaluate the relationship between the reasons why the interviewees were against HEPPs and the deficiencies in the implementation of good governance principles in the HEPP construction process. Based on the case study of Artvin Province, the situation of good governance principles in Environmental Impact Assessment (EIA) and Public Participation Meetings (PPM) is discussed. In the research, it has been determined that there is a relationship between the reasons of people who are against HEPPs and the problems experienced in the implementation of good governance principles in the process.
